
Nelson Black is the Director of Lending for the Florida Community Loan Fund, Florida’s only statewide community development financial institution. Mr. Black oversees all aspects of the lending program, which includes the Loan Fund’s Allocations of $81 million in New Markets Tax Credits for community facilities and economic development, its $22 million Community Development Loan Pool for commercial loans to support “Green” community development projects, and its $25 million Florida Preservation Fund to support the preservation of affordable multi-family housing.
Mr. Black was a founding board member of the Loan Fund, which was created to provide flexible, low-cost sources of funding and project-based technical assistance for community-based organizations engaged in affordable housing and economic development activities.
Mr. Black began work for the Loan Fund in 2001. For 11 years prior to that, Mr. Black specialized in CRA and in the community development field for First Union National Bank. During that time, he assisted in the creation of a number of local communities' SHIP Housing Assistance Plans and he spearheaded the development of numerous loan programs, and credit counseling and home ownership programs. Mr. Black was the co-founder of 4 new community development nonprofits in Florida and has served on the Boards of 6 different community development organizations with the state.
His experience also includes managing a $150 million commercial loan portfolio. Mr. Black began his career in banking in 1977 and held a variety of other positions in consumer, commercial and corporate lending prior to specializing in the community development field. Mr. Black received his B.A. from the University of Florida in 1975.
Mr. Black has been a workshop leader at regional, statewide and national conferences of: Florida Housing Coalition; Florida Community Loan Fund; Florida Coalition for the Homeless, Association of Enterprise Opportunity; Florida Green Building Coalition; Federal Home Loan Bank; Federal Reserve Bank of Atlanta; Opportunity Finance Network; U.S. Dept. of HUD; and U.S.D.A.
