
Vincent Ravaschiere is President of New Markets Capital Company, LLC, and has been actively involved in utilizing tax credit programs for community development purposes for over 15 years. He has specialized since 2004 in the New Markets Tax Credit Program, a federal program designed to attract private investment capital to low-income communities. Mr. Ravaschiere has worked on NMTC projects with numerous project sponsors, developers, Community Development Entities, investors and other professionals. Recently, Mr. Ravaschiere was retained by the State of Alaska to develop legislation designed to increase the number of NMTC financings in that State.
From 1991 to 2004, Mr. Ravaschiere served as General Counsel and Corporate Secretary to HELP USA, a national housing and human services organization founded by Andrew Cuomo, now Governor of the State of New York. In that capacity, he managed all aspects of the organization’s legal affairs. At that time, HELP USA had approximately 775 employees at 22 locations and an annual operating budget of $50 million.
In addition, Mr. Ravaschiere led HELP USA’s national housing development program. Under his direction, HELP USA developed its first projects outside of the New York City area, overcoming the many obstacles to building new housing for the homeless in such diverse locations as Buffalo, Houston, Las Vegas and Philadelphia. A number of these projects were financed in part with federal Low Income Housing Tax Credits.
Mr. Ravaschiere also has served in various public and governmental capacities. He was part of President-elect Clinton’s Transition Team in 1992, and subsequently served as a special advisor to the Assistant Secretary of the U.S. Department of Housing and Urban Development. In New York, Mr. Ravaschiere was Chairman of the New York City Council’s Legislative Advisory Commission on the Homeless.
Mr. Ravaschiere earned his law degree from the University of Virginia, where he was Articles Editor of the VIRGINIA JOURNAL OF INTERNATIONAL LAW. He received his Bachelor of Arts degree from the University of Notre Dame and a Master’s degree from Columbia University’s School of International and Public Affairs. Upon graduation from Columbia, Mr. Ravaschiere was selected as part of the first class of the Presidential Management Intern Program in Washington.
Following law school, Mr. Ravaschiere was in private practice at two prominent New York law firms. First at LeBoeuf, Lamb, Leiby & MacRae, and later at Donovan Leisure Newton & Irvine, he represented clients in both litigation and corporate transactions, specializing in energy, environmental, real estate and land use law. While at Donovan Leisure, he authored the NEW YORK ENVIRONMENTAL LAW HANDBOOK, a comprehensive treatment of New York environmental law published by Government Institutes, Inc.
Mr. Ravaschiere lives in New York City with his wife Wendy and their twin tweens, Emily and Andrew.
